The League was founded in 1993 by Bernard Taylor, a founder member of Crondall Petanque Club.
At the time, there were several clubs in the North Hampshire and Surrey areas which were not affiliated to the national organisation (then the British Petanque Association, now the English Petanque Association), but had members who wanted to play others in a spirit of friendly competitiveness. An inaugural meeting was held at the Hampshire Arms in Crondall in February 1993, but it is not known how many clubs attended. The basic tenets of the league were agreed:
- The format would be three teams from each club playing each other in doubles games
- No affiliation to a national body would be required
- Teams would be allowed to field substitute players during a match
As the league enters its 16th year (2008), some of the original clubs no longer exist (Sun Inn, Chilworth) and some later participants have also disappeared (Cannon, Dove). However, some clubs enter two teams, so there are sufficient numbers for a competitive league structure. Having lost their terrain at the Rising Sun, Leatherhead relocated to Oxshott Village Sports Club and are now known as Oxshott PC.
